Brake imbalance failure is normally down to one sides brakes working better/worse than the other sides. Likely caused by a seized brake calliper on one side.

No. It's saying that your engine management light isn't self-testing, so there's no way of seeing if there are fault codes.

Brake imbalance would show on the roller testing.

Yes, there is. Everything even vaguely recent has electronic injection with a warning light. Not only that, but 2000 was right on the cusp of EOBD standardised diagnostics being legally required.

Your tester is right. The reason you think that there's no light is almost certainly that somebody's removed the bulb. I wonder why they'd do that...?

Until you put a bulb back in, and then fix the reason it'll undoubtedly be showing a fault.

That's not correct, Ford were certainly producing electronic fuel injected petrol engined cars right up to the late 1990s with no MIL fitted. My sister's 1999 Fiesta was one. It was quite well known in the motor trade at the time but I guess as there are not that many 20 year old Fords left its becoming forgotten about.

In any case it is only an MOT requirement for the MIL to work on spark ignition cars first used after 1 July 2003, so either way this 2000 car should not have failed on it.
