Virgin Media Wayleave

Hi
Virgin have refused to lay a cable on a shared access outside our property.
The two affected residents are Leaseholders, as are we. I understand the need for a Wayleave to do this work but I would assume Virgin will contact the Freeholder for this to be signed off and not my neighbours, as they do not own the land that forms the shared access?
The cable lay does not affect any part of their properties, only the actual access to their driveways.
Am I right in thinking only the Freeholder needs to give permission?
Thanks.
