I hear what you are saying and agree that parts of the template do not apply in your unusual case.
In the majority of cases, the reason for the template is partly because a PPC recognises it, and often simply folds because they know the OP is here, will win at POPLA, and in any case, will never pay up.
I am not sure this is true of this PCN issuer though, who are not a 'PPC':it is the hospital/trust itself
It is Hampshire Hospitals (Winchester)
...so if you would rather compose your own appeal go ahead. Makes sense, given the issuer.
Just ensure you time it for day 26 (to stop them applying to the DVLA) and DO NOT imply the driver!
They do not know and cannot assume who actually parked that car that day, regardless of the fact that the keeper is appealing and - as a nurse - was almost certainly 'an occupant' of the car that day.
The Driver, however, is a party that remains unknown (unless the driver appeals and blabs) and can't be assumed in law.
If the registered keeper diverts them with an appeal, not saying who actually parked the car and talking about it in the third person, the issuing NHS Trust will probably/almost certainly forget to get the keeper's data from the DVLA, and thus will be unable to hold that keeper liable in law, should they try later.
Stuffed, basically.
By your version or by ours, as long as you go for a day 26 registered keeper appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
