Car ins fault/none fault?

Hi,
I was hit from behind recently where, due to circumstances I couldn't stop where I was so moved across the carriage way to a place of safety and the other driver didn't.
I have no information of the other driver, and in hindsight should have sat there with my hazards whilst I got this.
I am looking to make a claim on my insurance but have been advised that because I have no details of the other driver what so ever, this will be logged as a fault claim
Does anyone know this is the case?

Fault in the case of insurance doesn't mean blame. It will go down as a fault claim if the insurer's losses can't be recouped from another party.0

Are you possibly able to contact the Local Authority responsible for the carriageway to see if there were any cameras that may have recorded the accident?0
