Council tax bands have no affect on water charges.
Presumably you are unmetered? if so what is your Rateable Value(RV)?
yes unmetered - no idea of RV its a council property.

Your council tax banding and the valuations that go with it are not the same as the RV used for water bills.
Your Rateable Value will be on your water bill and will be specific to your house. There's no other place that it's relevant.Never under estimate the power of stupid people in large numbers0
