I use Private Internet Access http://https://www.privateinternetaccess.com/ and have done for the last 3 years.
Its not free as it costs me approx £30 for the year, and it gives me access to a website that gives me access to all the latest TV shows that is banned here in the UK.

It's not just !!!!!! sites, any gambling sites and any sites showing any form of nudity can be classed as adult only.
The Government refuses to lay legislation that would enforce the privacy of any information held by the verification company.
If I was a politician I'd be extremely embarrassed about this legislation.

Agree with your point that is more sites than just !!!!!!. The Govt have a poor IT track record and this shambles is well represented by the fact it is supposed to start shortly and no-one has any idea how it will operate so it will start with confusion and loopholes.0
