    SCS have mentioned 'The driver of the vehicle....." they have not conformed whether they are pursuing this a driver or keeper..? in this instance driver is still unknown and this is defending as the keeper

    Of course they mentioned the driver as its only the driver that can agree to anything .
    THeir PoC will state driver and or keeper, no doubt. THey try to cover both.
