I was wondering if someone could advise me, if your married but your partner's name has never been on the mortgage is he entitled to life time ISA's towards a first home?

If partner has never owned an interest in a property (this doesn't just mean being on the mortgage, it's about the title deeds as well) then yes, he'd count as a first-time buyer for the purposes of a LISA.0
