But when I was speaking to HMRC this morning (about the charge) and mentioned it to them they also thought it was a bit odd as eligibility for CHB can change and the HMRC guy though it odd that they wouldn't write at least at the start/end of every tax year.
Anyways, got away with only have to pay the minimal (10%) late payment penalty and they will be writing again for the final figure and how to pay (either 1 lump sum or monthly direct debit). I then have 3 and bit months to file 16/17's tax return and then until 31/1/19 to file 17/18's tax return [ both those years also qualify for an even higher charge]

Was thinking about that - but it would have to be a fairly hefty one in order to bring down the nett income figure enough to, sort of, outweigh what the charge is likely to be.
And given we have to find the charge for 15/16 (and possibly 17) shortly it may not be possible0
