Electrician won't give us safety certificate

Last year sept time we had a partial garage conversion in to a utility room by a local company recommended highly on Facebook, proper qualifications etc.
They'd completed 95% of the work, good standard so not cowboys, adding plug sockets, extra lights etc, only thing was missing was a cupboard door which they said was on back order. We'd paid them fully now, but 2 weeks on the door still hadn't arrived so we just got an identical one from wicked and fit it ourselves. They organised planning permission and initial inspection by building inspector.
In Jan we had a letter from building inspector saying they hadn't heard anything, are works complete etc so we said yes and they did an inspection but couldn't sign it off as we had no electrical safety certificate.
I've been asking the main bloke from building firm, family run business where one is the builder, ones a carpenter, other ones an electrician and he said hed sort it. Still not heard a week later, and again he said he'd sort it, electrician been in and out of hospital. Now he's not replying.
I presume the company is still trading, although their Facebook page has now gone. What are my options? Will I need to get all electrics ripped out and redone?

First thing to do is check whether he was a registered electrician.

You should be able to get another registered electrician to test the electrics and issue a certificate (will cost a bit more, but resolves the situation).0

Send the electrician a letter by recorded delivery requesting the safety certificate.0

It is not a safety certificate but an installation certificate and the only one that can issue that is the electrician who installed the circuits.0
