Either ignore it, or appeal it as keeper when the NTK arrives, and complain if so to the BPA and DVLA. You will have seen from other threads about Indigo Railways PCNs that they told the DVLA that they were 'not getting DVLA data' about these cases.

It emerges that ZZPS appear to be (allegedly) getting the DVLA data for Indigo anyway...

Oh, and it's been reported here that ZZPS later write pretending they don't understand the appeal points, and asking victims to phone them to discuss how they can ''assist'' (apparently).

They persuaded the BPA to let them off POPLA, ''just because you're losing'' and for the love of God, an unknown Manager/team at the BPA did. Hmmm, that's a fair decision to consumers relying on this promise: ''the motorist is at the heart of our thinking'' (BPA, 2015 spin...).

And they wonder why MPs said on 2.2.18:

And complain to your MP, and to Sir Greg Knight by email (please) to show him and your MP that Indigo are (or were until very recently) issuing ''penalty charges'' that offer POPLA, then refusing to honour that promise, leaving victims like you with no independent appeal, and the BPA said that was OK.
