If you have a joint claim for Working Tax Credit/Child Tax Credit or Universal Credit then yes, you can open a help to save scheme each.

The help to buy ISA is available to first time buyers only and you don't have to be claiming any of those benefits to qualify for it. See link. https://www.gov.uk/affordable-home-ownership-schemes/help-to-buy-isa

I think the OP is asking about Help to Save https://www.gov.uk/get-help-savings-low-income, not Help to Buy.
Logically anyone named on an eligible benefit can apply.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

I have experience of both systems, under the last Labour government a relative who was near death with Cancer was refused any help. Under the Conservatives I have applied for PIP, it was quick, fair and I received good support. When I was in work my taxes were cut each year, and due to health problems I regularly use the NHS and have done since childhood, in my opinion it has improved dramatically over recent years.

I was brought up in a Labour household, but have and will continue to support the Conservatives, they have done a good job, and rather them than the treacherous Mr Corbyn.
Perhaps in your experience the nhs has improved buti in my case its gotten worse and worse under the tories. there is zero mental health help available, you have to be actively suicidal to even get a refferal. When i first needed help it was under Labour and i had a psychiatrist, a community psychiatric nurse and an occupational therapist, i had the support i needed. Roll on 8 years and there is nothing, ive had to beg for more support and more help, it had to get to the point where i was on the verge of psychosis to even get referred back to them and it could be months before i hear back.

and under universal credit i'll be even worse off, they will force me to look for full time work (which i CANNOT do, the last time literally nearly killed me via suicide and took 3 1/2 years to recover from), and tell me the part time job ive held down for 5 years isbn;t enough.

they make out like they care but they really dont give a damn about the disabled. they've done a terrible job (unless you count driving people to kill themselves which has no doubt lowered the amount of people claiming benefits .

    Hi guys

I am eligible for the Help toSave account as we have a joint tax credit award. I have just opened a Help to Save account and I understand my wife should be eligible for one too. How does she open an account? Would she need her own gateway account as she doesn't currently have one. Can I not just administer it from my own account if that makes sense?

    Any help would be welcome

I have my help2save for some time.
I'll guess and suggest your wife could need her own Gov i.d.
Though I'm not sure if it's one account per person or household maybe another experienced mser' could answer.

  • the magic money is coming from the poor tax payer who receives no benefits, who also can't afford to save.
