ANSWERED international to premium rate numbers?

Say an 0970 189260 number in the UK say it charges £10 per minute.

Say you are in USA and you phone 0044970189260

A) Would you get through ?
B) Would you be charged international rate plus £10 per minute?

C) same question if it was an 0800 , 0345 ,

Why do banks etc give a landline number for callers from overseas? Answer because the non geographical numbers should not be possible to connect internationally.

    My understanding is that those types of numbers only work in the home country

    AFAIK the premium rate numbers (ie those that don't start 01 such as 09xx and what not) are an exception to the rule (due to the amount of telephone traffic they geneate) and so they only work in the UK. You can't get to them from international numbers which is why for foreign calls you get told to call +441632 728105 instead which sends you to the same place. in theory.

    More than a decade ago, it was not possible to call UK non-geographic numbers starting 084, 087 or 09 from abroad. This is why various organisations also listed a UK 01 or 02 number for those who were "calling from abroad".

    Since that time, there have been a number of changes. These include the introduction in 2007 of non-geographic numbers starting 03 with low termination rates, an EU Directive requiring non-geographic numbers to be able to be called from abroad, and, more recently, in 2015, reform of retail call charges for calls to UK non-geographic numbers starting 08 and 09, and standardisation of termination rates.

    Nowadays, it is often possible to call UK non-geographic numbers from abroad, but what the call charges will be is anyone's guess. One of the mobile providers in Spain, for example, charges calls to UK numbers starting 03 at much the same rate as they do for calls to UK numbers starting 09.

    If you intend to call a UK number from abroad, you should inspect the respective telecom provider's tariff sheet for the charges that will be incurred. There are, however, still many numbers that cannot be called from abroad because the called party has blocked such access. This is most readily seen on voting lines for TV "talent" shows and various competitions.

    Various regulations and guidance introduced in the UK in 2013, 2014 and 2015 have banned the use of 084, 087 and 09 numbers for many purposes, such as customer services, financial services and public services. Most organisations have subsequently moved to cheaper 03 or 080 numbers.

    With the opening up of access to non-geographic numbers from abroad and the mass move to 03 numbers, the prevalence of offering an alternative 01 or 02 "calling from abroad" number is in noticeable decline.
