Is it possible to get a refund on paid PCN?

I am just wondering there are any case who got a refund on their already paid PCN by appealing later? Is this not possible in this PPC world?

From the landowner possibly, either way you should be able to give them a headache
However answer these questions for a little more help :
Name of parking company:
Why did you get a parking charge in the first place?
why did you pay?
how much did you pay?

I haven't paid yet but almost... as today is the last day of 14 days (discount).would be most surprised if you did.
I've got a windowscreen PCN at the uni. The uni delayed the session so I appealed on their appeal website with confidence based on mitigating circumstance they should consider, but rejected. Then I contacted the manager of parking at the uni but they refused to cancel without certain reason. I feel like I am too vulnerable now although I don't agree their decision.
The University delayed a lecture by admin error (double booking of a room) and then trying to profit from the student who parked in good faith for that lecture. This is NOT FAIR but I have no much choice now as a humble student against the big university. so sad.0 -
