go to MPS online, this should filter some of the junk mail, then unfortunately you need to just bin the rest as soon as it comes through the door. I know its a pain and upsetting but you need to switch your mindset to automatically bin it without thinking about it.
  • The procedure is called a "Norwich Pharmacal order" which must be sought from a court. Then once the IP address is obtained another will need to be served on the ISP, if the ISP can be identified. It may be the absuer is using a VPN which will hide their true IP address, and things get more complicated then, especially if the VPN is overseas.

Thank you that's interesting that an individual can apply for an order via a civil route. Although presumably a police officer would not have to go to these lengths?

The MPS would not be of any help as the unwanted mail is not considered junk, it is mail that has been requested in my name, sent in good faith by the companies who assume that I am the one doing the requesting.

If my problem was just unwanted mail then I would probably take your advice and just bin it but this is just one of several methods used by a spurned individual to harass me. I also have things like death threats via email and the phone so it is more about collating all the evidence to hopeful see it result in a court case.

The local plod should be passing this to the section that knows how to deal with it, not shaking his dull head and admitting he's technically challenged.
Phone the local station and ask to speak to his sergeant or inspector and escalate it from there.
Or call 101 again and report it again, telling them that the local plod just left you hanging because he can't use a computer.
The death threats need to be highlighted in all your reports and make sure you don't delete any of the evidence.

I assume you know who it is and just need to prove it?

Do you have their personal details and home address?

Thanks that's all good common sense advice but most has been tried.

I better not name the police force but it's one of the regions that are infamous for having 12 fingers and toes. It's been ongoing for a long time and I am on about my sixth Police Constable dealing with it and to be fair although not 'technically savvy', he's probably the best of a bad bunch so I don't want to alienate him too much. That's why I'm trying to find out as much information myself so I can to guide him in the right direction.

It was escalated once to a Sergeant although not to an Inspector and doing something simple like ringing the local station is not possible as they don't have phone numbers anymore. Every contact has to go through 101.

Yes it is someone who was known to me so I have their details.

This person does not live alone and I believe that the home broadband account is in another persons name which was the reason I previously asked...

'What are the responsibilities of the account holder regarding a third person using their internet service for harassment and abuse?'

I know that the broadband account holder is aware that the perpetrator uses their network for malicious purposes so wondered if there could be a case against them for aiding and abetting?

Sorry I know it's more of a legal issue rather than a technical one but then when I ask for legal advice I get the reply that they don't know anything about the technical issues involving the internet!

I asked which force it was simply because they all have, or should have, a specific procedure for this type of crime.
Naming the regional force won't even get near to identifying the local plod you are dealing with. (Suffolk/Norfolk?).
The lack of action is even more appalling considering that you have evidence of death threats and a name and address....I would think that this goes above cyber type crime and even the local PC should know what to do with that.

To require information held by an innocent third party, they would have to go to those lengths.

An ISP would likely insist on having a court order before handing out customer data, or they'd land up in a heap of data protection trouble with the information commissioner's office.
