Can I despute a call out charge Scottish Power

Hello
I had my meters tested a while back now and the electricity one needed to be changed due to damaged seals. From what all my neighbours have told me the previous tenants were a dodgey pair and so I am guessing they did something to the meter.
I have now recieved a bill for a £400 debt. I phoned Scottish Power and the lady I was speaking to was as helpful as she could be. She told me it was from revenue and protections for a call out charge. I was not informed of a call out charge when I made the appointment for the meter to be changed, nor on the few other occassions I called to chase up when the appointment was missed. If I had I wouldn't have agreed to have the meter changed.
I would like to dispute the debt. Can I do that? What reason could I give? Are there any regulations I can quote to back up my side of the argument?

In the first place, why are you sorting out meter replacements rather then the landlord?
Can you be slightly clearer as to what the process was? Who did these meter tests and said it needed replacing? Do you have any letters regarding the appointments?0
