It was the letter that would identify the driver.
The signs say 'No unathorised parking'. The driver assumed that they could park in the car park as they were visiting the business. But the carpark was full anyway.
There are also signs saying 'Park within the bays' but these are in the carparks . The carparks were full, so driver would not have seen these.

Unless someone is stupid enough to give the name and address of the driver, and say this person was driving, or I parked, or similar, they cannot be identified. All information sent by the keeper should refer to The Driver.
If the driver's name appears on a document, then you redact it, but unless the business being visited by The Driver can cancel the PCN, or is the landowner, then it is pointless trying to use it.I married my cousin. I had to...I don't have a sister.

If there were no signs on the roads, then how can you be expected to foloow them? Draw comparisons to local authority requirements, which is for clear, unambiguous signage in the vicininty of everything
