international student, PCN at uni, appeal rejected

    Let me tell you what the student union at York do. They collect parking fine notices all term, then make something like a £50 offer towards all of them. From the various people I've spoken to over my years there, the uni don't bother going after parking notices; I'm amazed that your appeal didn't work to be honest.

    Can't you get a parking permit? That only costs £30 for the whole year.

  • york university only joined the IPC in july 2015 , so before then , they could do nothing


    going from your suggestion "buy a parking permit"

    what use would that be

    I was thinking about for the future. If OP frequently needs to park for lectures, the 60 min bays are often full, the 30 min ones are even more of a risk, and the 2 or more hour ones are much further away, and also frequently full.

    As a single parent with kids to get places I would have thought they could get special circumstances for a permit.

  • nope time allowed was 60 mins , permit or not , it was the uni that altered the course times , the OP acted correctly , but let down by the uni

    Not sure if you're being deliberately obtuse... A permit would allow OP to park in any of the university's pay and display car parks and not have to worry about timings.

    I live very close to the uni, only takes 12-13 mins by walk to my office, where my desk and PC locates, at the uni so I don't drive my car to the uni. However, I drove my car on the date as I rushed to the lecture from the dentist (as you may know, there is always no much choice given to me to select from the dentist) and the lecture was only a hour training session.

    But just in case, I also had applied a parking permit to the univ based on the special circumstance (living with two kids and have to school runs twice every day), they allowed me to park only in south parking area of the campus, which take 15 mins to my office although I clearly indicated where my office located. (This parking permit is useless as It will take more time to get to the my office). I asked them to allow me in the central car park, which takes 7 mins to the office by walk although it is not in front of my office, but they refused. There is a parking area in my office but it is for the staff permit holder so I am not eligible to park there. The manager strongly insisted that I can only park far away... so eventually there is no use for me to get that parking permit but it is okay as I don't need to drive to uni usually.

    Oh, Sorry I missed your another post. Exactly what I expected from the univ, but the univ was so strange they offered me a limitation where I can park. Anyway the main point is that it is not necessary for me to park at the univ.

    The university uploaded the photos of my car parked on the parking area as their evidence for PCN but there were no photo when I arrived there. All the photos were only taken at 13:55 and 13:56 PM. But on their PCN, the first seen time is 12:26 PM. (but no photo).

    They rejected my appeal (the lecture started/delayed in 30 mins).
    Then can I make a complaint to the uni indicating they failed to give me an evidence when I started to park my car there? (Do you think they have the photo taken?) What do you recommend me to write? Is there any Act that I can support my complaint? Thanks.

    What is the difference between before joining the IPC and after joining the IPC?
    From previous posts, I found several years ago the uni explained to the drive a chance to make appeal to POPLA, but now it is with IAS.
