CEL & Court - Simple Ask with all the detail

First, yes i have read the NEWBIE threads (and many more) however like most on here, im sorry i cant pull out the necessary advice (answer)
I will attempt to provide all the facts as this issue is 7 months in and i suspect approaching the final stages so I would very much appreciate it if one could avoid many links to other threads wit rafts of proposed cases and suggested replies as they may also be now out of date and or CEL having picked up on your advice so correcting their correspondence accordingly.
I have attached the latest letter but can’t distinguish if this is a LBCC as it states we have 30 days else court proceedings will be issued.
That’s really all I need answering (and what is likely to be their next steps) as we have done absolutely NOTHING (no calls, email, correspondance etc.) with CEL, ZZPS, QDR Solicitors - The registered keeper (my daughter) cant remember who was driving on the date of the incident (June 2017)

Whether you have received a valid LBC really depends on who sent it, and how it is worded. does it comply with the 1st October 2017 changes in the rules? Please post a copy

Thanks the deep (some useful 'suggestions' in the parlimentary debate
) - as a newbie, the system wouldnt allow me to post links or attachments.. that said, see the hxxps links in my post and replace X with T.
The letter frpom CEL is the last letter received and quotes 'if we do not receive a reply within 30 days from the date of this letter, we will be left with no alternative but to issue procedings in the county court'
Its worth noting and being up front that there are signs in the car park however as the keeper cannot recall who was driving, we can only go on the ANPR evidence that the time permitted of 2 hours was exceeded.

I know that this is fairly complicated, but, unless you want to be ripped off, you will have to put in a few hours of reading. There is no quick fix to get rid of these scams, they will take you to court, where your chances are no better than 50/50.
Have you complained to your MP yet? Getting Parliament to regulate these scammers would be the best outcome.You never know how far you can go until you go too far.0 -

IMHO I would say that it is an attempt at an LBC albeit a woeful one. No surprises there from CEL though. This is good though as it will be another "string to the defence bow" should you need it down the line.
The QDR one is just debt collector trash - I'm pretty certain "ZZPS" could not instruct a lash up in a brewery.0 -

If its ok with the moderators and you guys, I will repost should i get a further letter and seek advice.
With whoever was driving exceeding the time limit (according to ANPR), the only stance I have I guess is that we cant recall who was driving.
It it does get to Small Claims Court, it may be that they come at me with a 'if i had paid the PCN at the time, we would have known wo was driving' .
We do have all the letters sent to us but not sure we can use these in any type of threatning behaviour and additional costs defence

There is much more than that to it.
Do they have a valid contract, was their timing compliant, was their signage compliant, in font size, height of ground colours, etc. Was the paperwork in order Do they have planning and advertising consents. Are their demands lawful? They have so many hurdles to jump.
As I have already said, there is a lot to consider.You never know how far you can go until you go too far.0
