    Exactly. When you get a credit card bill with a balance of zero you don't expect to have to pay that so it should be the same with zero value car tax. If DVLA want you to click a few buttons, then they could politely remind you of that, NOT penalise you like you have actually avoided paying tax.

    OP, why not complain to your MP about it? It is an outrage.

    The OP has nothing to complain about. It's her partner. His mistake was to ignore his legal responsibility and to trust his offspring. xpensive error.

    A reminder V11 is sent out a month before it is due but that is not the problem in this case. The son knew it was due and started the process but didn't complete it.

    Step 5 is pay and if you look at the top of the page it clearly shows their is a step 6 (call "done") and there will have also been green button saying "continue".

    He thought he had finished because he didn't read it properly and wasn't paying attention to what he was doing.

    You can argue the toss as much as you like but ultimately he had an untaxed car on the road which is an offence and he has been fined for having an untaxed car on the road. The offence is correct, the penalty is correct. You are not going to be able to alter that so move on and tell your sonto learn the lesson that next time to read what is on the screen in front of him instead of what he thinks he sees.

    I sympathise but I don't see how they could have made it any clearer. All the clues were there, he just failed to pick up on them.

    Lets hope he pays more attention whilst driving ;)

    It is bonkers - what is the real need to renew 'road tax' annually if the price is £0. Historically road tax did provide a way for there being a check that the car is insured and has a valid MOT (at the time the road tax was purchased) but that is all recorded on databases now so any authority can immediately tell if a vehicle has an MOT or insurance if needed. The need to renew £0 tax is just a bureaucratic nonsense. Would save the govt. money, and drivers of £0 rt vehicles time, if it was just a one off life time set up. VED serves no real purpose other than to raise revenue - if the loss of revenue is £0, then what's the point?

    IF it's on the road. If it's not, then they're not needed.

    So they're only checked for taxed vehicles.

    If a vehicle isn't taxed, then it should be SORNed. But this car hasn't been SORNed.

    So is this car simply unlicensed, unloved, unkept, probably scrapped?

    The way to tell DVLA that this car is extant, and initiate the basic legality checks? Tax it. They don't even charge you!

    But - this is utterly hypothetical. Nobody's launched a consultation over whether £0 VED vehicles should be totally separate to the usual tax/SORN/unlicensed system. The simple fact is that they ARE part of it, and long have been, no matter which of the various long-standing reasons for the £0 VED applies.

    As RK, the OP's partner has a legal obligation to go with that. Not to pass the buck to somebody else then whinge when they cba to read the screen.

    There seems to be a flaw in the process on the website which catches people out.

    I have not seen any other threads about that, so I guess your partner cocked-up, just put it down to experience.
