It's old advice there, with commercial links with the worst TrustPilot reviews imaginable (sadly... I wish it was not the case but it is).
No-one here posts that link in case newbies think the advice & links there are worth following. Disappointingly, it's just not worth it.
No need to ever 'check a code' on that page; you can work it out from the day number (the 3 digits before the 8 for 2018 in the middle of the code).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi all,
so I have finally received a response from BPA, they have stated the following:
We have contacted Premier Park Limited and the operator has confirmed that the email did include a POPLA (Parking on Private Land Appeals) verification code. However, due to your email system the images had been removed, as your email stated:
We have requested the operator provides a new POPLA verification code, however, the operator has made the decision not to as they issued a code as per their process. As a membership association our remit does not extend to instructing an operator to issue a new POPLA verification code.
So basically they have wasted enough time that the popla code is no longer valid. What are my options now?

Complain to the BPA and DVLA and your MP that you have been denied access to an independent appeals process which is your right as stated in the Alternative Dispute Resolution Act 2015.
The Act states that ADR must be available for not less than twelve months.

These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.

With a case where they are essentially refusing an ADR I suspect they would be even more unlikely to take it to court.0 -
might be worth emailing popla and copy that BPA letter to them, asking them to consider an out of time appeal to be made due to extenuating circumstances caused by the Premier Park time delays
they can only say yes or no , and their reply to this request can also go into any potential court case as proof of unreasonableness by all parties
better to show the court that you tried to resolve this by ADR and possibly to ask the court to consider a court order demanding it be resolved by POPLA with a new code being issued by the claimant0
