Premier parking not providing popla code

Hi all,

Firstly let me thank you for all of the great advice on here.

So I have a bit of a strange one, I did search for similar threads but couldnt find anything. Premierpark have declined my appeal internally and have stated that "You can appeal to an Independent Appeals Service, POPLA (Parking on Private Land Appeals) using the POPLA reference code provided above." However they have not included the popla code, but they have included 2 EMF files in the email which have been stripped by security for being dangerous (EMF files have long been known to be popular method of spreading malware) and I dont know if it is in those files.

So my first question is do I contact them and ask for a popla code again?

My second question is: are there any regulations around the format that they must provide the popla code in? As it would be trivial for them to include the code along with a virus signature so that it would automatically be deleted by the users AV solution?

    22.12 If you reject an appeal you must:
    • tell the motorist how to make an appeal to IAS. This
    includes providing a template ‘notice of appeal’ form
    or a link to the appropriate website for lodging an
    appeal and a valid 10-digit verification code. Even if
    the verification code is automatically printed on an
    enclosed appeal form, it must still be in a prominent
    position on the first page of the rejection letter.

    • give the motorist a reasonable amount of time to pay
    the charge before restarting the collection process.

    You do nothing now until you get a PoPLA code from the PPC or the BPA respond.

    Make sure you have screen grabs of the complaint you sent.

    The BPA. Premier park will sit on it for weeks then resend it to you when it has expired.

    Thanks for that! They sent me a code but it didn't arrive until 12 days after it was generated and franked, far more than a simple postal delay would account for. I've drafted a complaint of my own but I couldn't find the exact clause in the CoP that covered it.

    I checked it on parking cowboys

    According to that, It's Valid until the 14th Feb, generated on the 17th Jan, Received 29th Jan.

    Not been to POPLA themselves yet, didn't want to risk entering it in the wrong place and them take it as a blank appeal.
