Editing thread title created a duplicate thread

I just edited a thread title in the post, phone & text competition sub-forum and it created a duplicate thread with the new title and left the original thread with the old title.
Editing method was double clicking on the title in the forum view rather than going into the thread > edit > go advanced etc...
Can the spam threads not be tackled by having new user's posts going into a moderation queue rather than putting blanket restrictions on every MSE user that result in short, uninformative title and new bugs?
