Okay thanks CM. I'm just going to send the template as is I think. I had written a bit about ghost ticket and a bit about station manager but I'll take them out.
Looking at POPLA site (for potential future use), one of the options (in addition to "other") is "I was free to park in the location" or something. Assuming I get written confirmation of this from the station manager then I can add that as evidence in the upload with everything else? Although given that you have confirmed I need to use para 8 of schedule 4 rather than 9, and the NTK arrived within 56 days that I can't use "no keeper liability"?
I'm still looking at schedule 4 and although you mentioned they don't tend to get 8(2)f right - how "right" does it have to be. Can things be interpreted? Or, for example, if the NTK says "must be paid before the end of the period of 28 days beginning with the 'date of this notice' above" and 8(2)f says "the day after that on which the notice to keeper is given", is that kind of thing enough to make it cack? And the old relevant land element...eg they state the station but byelaws etc?
Just trying to understand...

No, because that choice blows ALL your toes off as keeper! That's why we ONLY use 'OTHER'.
No-one writes 'I parked' or 'I was free to park'!! Guess who write those choices for POPLA? The BPA.
And POPLA will be available. And a keeper MUST win, as long as they don't imply who was driving.

By all means work it in as a POPLA point:The vehicle was fully authorised to park there
But only if you can prove it with an email or note from the Station Master saying that cars CAN park there when the car park is full, without penalty.
