Be careful when adding things to the template, not to imply who was driving.
The template is used for a reason, and it sends a message to APCOA that you are on MSE.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Understood re the template. My thoughts were to keep the template the same but to insert something after the second sentence to inform them to contact the station manager and obtain clarification of the local conditions under which they are operating, and to cancel the PCN. If however... and then carry on the template.
I want them to cancel this now rather than try and contest it and have to go to POPLA, and they can do this by speaking to the people they carry out their service for.
Sound okay?
I was also wanting to make reference to there being no PCN on the car and no other notice to driver. Should I not bother with that though?0 -

The station guy's comments are worth nothing unless you get them in writing or him in court, should it come to that.
If you do contact the PPC, make sure to make a big thing about ghost ticketing. I don't suppose there is any way to see which of the 2 photos was taken first, although it is almost certain the one with the ticke was 2nd.

Do all railway carparks fall under bylaws? From what I have seen it is relied on a lot as not relevant land.
As far as my original post goes where I was expecting to use the fact that the NTK wasn't issued until well outside the 14 day deadline (where I was expecting to use paragraph 9 of schedule 4), Coupon Mad has set me straight that despite not seeing a PCN on the car (ghost ticket) they will take the approach that one has been issued so it's para 8 that applies, and the NTK was received on day 51 (so within the 28 days following the 28 days after alleged PCN issue)...so my expectation that it was late is no longer valid I believe. As such I am obviously reliant on the station guy along with any missing stuff from the NTK v Schedule 4 and bylaws.0 -

When you say "them", I assume you mean the PPC. Why on earth would they contact the station guy in order to get their income cancelled? And also would a station guy's instructions override the contract that the PPC had with the station itself?
Not wanting to get too technical, but aren't stations owned by Network Rail yet the staff employed by the relevant operator?
Certainly in court if a sworn statement from the guy or him in person was produced, it could be a winner but I can't see a phone call sorting it out.0 -

They won't contact the station manager so I would simply use the template. APCOA will fold.
