If you just have a handful and have an android phone with a decent camera, google have an app called 'Photoscan' that takes multiple shots of a glossy photo from slightly different positions (it prompts you with instructions in the app) and combines the result to remove any glare. The effect works quite well on the pictures I've used it for.
If you have a lot to do, this might not be practical. If you work in an office a modern photocopier will usually let you scan multiple photos at once. If you have a PC/laptop and a scanner, then that will probably give you the best results.
If you only have an Android phone, then you can install a scanner app that will use your phone's camera to scan the photos in.

Remember though, if they are important photos, keep more than one copy, on more than one device.

Also bear in mind that a scanner bought on ebay can be used & enjoyed & then sold on, sometimes even at a profit - especially if you've added cables & a disk of drivers...0
