noisy neighbours dogs

I am posting this for a family member who is having problems with the neighbours dogs, as soon as the neighbours leave their house the dogs are barking and howling, fighting between themselves till their owners come home in the evening.
Family member has spoken to neighbours but they have said this isnt happening, (I have actually been there and heard it for myself so I know its going on).
Any ideas what family member can do? They dont want any repercussions but it needs sorting.

Difficult one.... i know as we had dogs which used to do this. It might only have a small temporary effect but how about giving them some bones to chew on??0

I'm sure they were only joking as was I. I'm sure dogs are probably bored locked inside all day

The problem isn't the dogs, it's the neighbour. It's irresponsible and cruel to leave pet dogs alone all day, especially if they don't have a really big space to roam in.
The fact that the neighbours are denying it is happening just shows that they don't care much for other people either - they sound like the typical "I don't give a ****" sort who is becoming more and more common these days.
As others have suggested, your best bet if the neighbours don't take action is to contact the RSPCA.--
Every pound less borrowed (to buy a house) is more than two pounds less to repay and more than three pounds less to earn, over the course of a typical mortgage.0 -

This is exactly the sort of people they strike me as, they seem to think family member is making "a mountain out of a molehill". but i will be suggesting the RSPCA and also Enviromental Health to them, many thanks for all replies.

Your local authority is the way to go. In the meantime, are you able to make a tape recording of the noise (however poor the sound quality) so that there can be no dispute that the noise is constant/ongoing?
It might also be wise to have a diplomatic chat with other neighbours to see if they are also being bothered by the noise. Strength in numbers and all that ...0 -
If your family member is considering selling the property tell them not to make an official complaint. They would have to disclose their complaint and noisy neighbours to a potential purchaser. This disclosure will have to be made during the search procedures.
When making an appointment for 'viewers' ensure it's in the evenings when the neighbours are at home and therefore the dogs will be hopefully quiet.
Many properties have been sold on a dark winter evenings to hide a neighbours ethnicity
I know that's not PC but it's factYou don't stop laughing because you grow old, You grow old because you stop laughing" Large print giveth - small print taketh away. "0 -

Unfortunately the immediate neighbours are friends of the family with the dogs, i also suggested the taping of noise and leaving it playing when family member went out so people with dogs could here it through their walls, kind of turning the tables if u see what i mean.

The RSPCA wouldn't do much. So long as the dog has shelter and water and isn't a bag of bones they're judged in the eyes of the law to be well cared for I"m afraid.
Definately suggest trying to make some kind of recording, and rather than complaining about the noise they're making perhaps try to appeal to their better nature (if they even have one) by saying that the dogs are sounding distressed. If they still don't believe you, play them the recording, and if they're still not interested report them to the council.0
