    Yes. "Under subsection (2)" means "if required to do so".

    I agree.
    The way I would interpret it is that as the OP and the other driver stopped their vehicles, they complied with the first part of subsection 2.
    As the 2nd part specifically states "if required to do so by any person having reasonable grounds for so requiring" and as no one at the time required or requested any details, I don't see that there is any need to report the accident now.
