if all you want is to listen to your music, stored on a phone- actual an'Droid build inn players are OK, else, you might want something like FooBar

then
there are gazzilion of apps, for music listening(downloading)... but they use either your data or Wi-Fi

Not a music player but if you can root the phone I'd look for the Dolby Atmos app which is a sound equalizer. It comes as stock with mine and is brilliant at improving the sound.
Personally I'd just use the stock music player as it works fine.0 -
I would recommend Spofity,
Spotify requires a subscription to listen offline, as OP requested.
Google Play Music allows offline playing, with a bit of faffing around, without having to pay.
I've used that and DoubleTwist which I think is now CloudPlayer - I've use that for absolute ages because of its ability to sync with iTunes, but that's flakey TBH.Personally I'd just use the stock music player as it works fine
On my S8, there isn't one! Samsung were blasted about bloatware for ages and seem to have paid attention! They push you to Google's and Microsoft's apps instead in many cases.0 -

It may not be installed but https://play.google.com/store/apps/details?id=com.google.android.music&hl=en_GB is the stock Google app.
There's no faffing about needed with it to play offline, it's very simple to use. I just drag whatever I want to the micro sd card and put it in a music folder.0 -

I’m not technical at all...sorry
I just wanted to download music and be able to listen to it on ,y phone when i’m Out walking.
But it is looking like I need to use my data to listen to music and I don’t have much of that each month.
