PCN Colindale Pulse

Hi,
Need some help on what to do next.
Received a Parking charge notice on a car at 20:30 on a Wednesday evening for:
Issue reason:
Invalid permit
Issue Reason 2:
Not displaying a valid permit
So to begin with the Colindale Pulse Residence is pretty well known for having hundreds of flats but with very limited parking spaces.
There are "PF" spaces for visitors and Residents without "allocated spaces".
PF spaces are so hard to come by as by the time it strikes 7:00PM most PF spaces are taken up leaving there nowhere to park but actually outside of the Pulse residence.
Making it really inconvenient to have to walk all the way to get to home and back to the car.
What happened was that the driver was observing an allocated parking space for quite a few months and noticed no one ever parked on that spot. So the driver decided to park on that spot despite only having a "PF" permit. The next morning they got a PCN from the Parking warden and they're well aware that this is private property.
From what was noticed most people ignore these PCNs from CPM. There are also quite a lot of cars in pulse residence that even park on the side of the curb that haven't been marked with any parking space and get regular fines.
So now the driver is faced with a parking charge of £100 due within 28 days which is ridiculous. Failure to provide payment will result in the charge increasing.
(Just to note this company are members of the BPA & IPC)
The owner's next ideal action would be to appeal to the PCN and argue that there really is insufficient space for residents with only "PF" permits. But how should they go about dealing with this?
Should they ignore it and eventually receive loads of letters from the PCN demanding payment and if unlucky be taken to court?
Any help or advise would be beneficial!

UK CPM will not care about any arguments you put forward
and nobody tells people to IGNORE since oct2012
they are IPC members as far as ADR by the IAS is concerened
appeal once using the template in the NEWBIES FAQ sticky thread, same as everyone else is told to do
then dont bother with the IAS and ignore debt collector letters for 6 years
come back if you get a formal LBC or an MCOL from Northampton CCBC (court papers) within 6 years0 -

Hi Tracey, I had a ticket parking in a PF/PE parking bay and Just received a Court Claim from CPM solicitor Gladstones. They ignored all my appeals. I am working on my defence now.

Yes that's what happens but let's not scare off the OP!
After all we win 99% of well-defended claims here, going by the hundreds handled in 2017. Gladstones cases are full of holes!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
