Double Dip Ticket

Received two tickets before Christmas from Parking Eye at Barnet Hospital. I had entered wrong reg number. First ticket cancelled second ticket, when I read it , said I'd parked in the staff area. I have appealed to Popla on the grounds that the car park was snowbound. After submitting the appeal and thinking if they had pictures I must have left and entered at the times given, I noticed the times did not add up. I was not in the car park at the times stated. They took my exit picture as proof I had entered and a return visit later as a picture of me leaving. I contacted Popla but they say I cannot include this evidence in my appeal, it's too late. I'm not worried in the long term as it will cost them dearly if they pursue the matter but wonder if anyone else has suffered from this ' double dip ticket' at Barnet. I nearly paid it as I was going away and didn't want the aggro. Is this an isolated incident

    contact PALS, complain strongly and loudly and insist they cancel these ticket(s)
    (you should have done this straightaway , as a landowner cancellation is always best)

    BARNET has been mentioned several times so look for similar cases using the forum search box

    the double dip issue has been mentioned numerous times on here and in parking pranksters blogs

    popla are correct in that you cannot introduce new evidence to popla, but you can to a judge further down the line

    once PE have uploaded their evidence pack, you can comment on it, which may give you the angle you need by rebutting their evidence pack

    Email PE with the PCN number (not POPLA number!) in the subject line, and the words 'URGENT INFORMATION':

    ... and tell them what you have realised, and offer to withdraw your POPLA appeal and save them the fee, if they confirm they have checked their ANPR and seen that this was two visits added together and that the car did not even stay in the staff area at all.

    Contact Mr Mustard who might be able to help you, but DON'T delay in FIRSTLY emailing PE this weekend to make them consider a drop-hands agreement (you drop POPLA if they drop the charge).

  • I am in contact with PAls awaiting outcome of Popla. Understand Poplas rules, although ridiculous in this particular case. I have commented on the appeal appeal evidence submitted by Parkingeye as they used the duff pics. Await result. In the end the truth will out. I am more concerned this has happened to others and they have paid. Thanks for your reply.
  • I contacted Popla by phone as soon as I had the New information and the lady advised me to forward it to them by e-mail. I did this only to receive an e-mail saying it was out of time. I accept this is one of their rules. I also contacted Parking Eye, no reply. This is a case they can't win the photographic evidence is incontrovertible. Have they committed an offence under the data protection act, obtaining DVLA details with false info I wonder.

    Forgive me, but what you've just posted tells me you haven't taken in my advice, which is NOT to wait to lose at POPLA.
    Await result. In the end the truth will out.
    You will likely lose at POPLA then have to fight this in court. Unless you try what I suggested, urgently.

    There should be a zero tolerance of double dip errors, and the landowner should be made responsible for the actions of their agents.
    in the case of double dip the PPc will have had no just cause to access your data.
    You should also complain to your MP, and to whoever it is trying to push this bill through parliament, ANPR set ups are not allowed to be used by councils/real authorities , why should private company's who have no true independent appeals service be allowed to use them?.

  • The Popla appeal is already underway. They are unlikely to cancel the procedure now. As I said and I have considerable court experience even if the appeal fails they are on a hiding to nothing. My main concern is that this may be happening to others, who seeing the photographic evidence and just take it as gospel pay up. It's a hospital car park full of people under stress already

    You are missing the point, and if you act URGENTLY, yes they will.

    I knew it was underway, and I know how to get it stopped. Told you what to do. If you don't, PE will NOT cancel after you lose. At this stage, they might. Been there done that, your choice if you take the advice but it's from experience.

  • I understand completely what you are saying. I don't care what Popla or Parking Eye do. I am quite happy to go to court but as you disclose evidence prior to any hearing it will stop there. If I had realised it was a double dip I wouldn't have bothered to appeal to Popla. Doing as you suggest will no doubt stop the matter in its tracks but is tantamount to telling an armed robber that you will not call the police if he goes away. They need to be exposed
