Thank you, I shall make some amendments. Based on newbies thread advice I did some copying and pasting but have struggled with how to put it all together, your advice makes more sense so I will look again.0

Yes put up another draft and better to have headings and including points under each
For example:
Signage- Non compliant with BPA Code of Practice
No Contract Formed with Driver
Ntk not compliant with POFA
Authority to Issue Tickets - Proof of landowner authority
Other details such as any Grace Period / Hidden Genuine customer exemptions / Equality Act etc (as applicable)
ANPR accuracy

You should use more up to date templates; for example your version of 'no landowner authority' is not the one in the NEWBIES thread post #3 which focuses on para 7 of the BPA CoP. The templates are there to be used, don't use old examples from another POPLA appeal.
You can't use 'grace periods' for an hour overstay, so forget that idea (not that you suggested it, OP).
POPLA allow Witness Statements so there is no point bleating about them in any POPLA appeal.Point out that a Witness Statement does not prove authority and many parking companies have submitted false statements to POPLAPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
