    Could the OP not approach the council to explain the situation as to why their daughter needs help but cannot contact the appropriate department ? There would be no confidentiality breach as only a way of making contact is being sought with no request for personal information.
  • WOW ... thank you all so much for the support and advice

    She has managed to get through to Shelter today and we have arranged a meeting ... still trying on CAB

    I will get her to contact the council again as while I know it is their policy I do not think she spoke to anyone specifically in relation to how things are at home with her partner

    Thank you all again ... we have more avenues to explore now and she is feeling a little less overwhelmed and stressed
