Best low-cost ISA for ETF / index fund buy and hold?

Dear MSE community,
I will likely be leaving the UK in of this year. I am currently thinking about what I need to do in terms of personal finance before moving abroad, and one of the questions is around my ISA.
I have my stocks&shares ISA invested in two ETFs, split 70/30 into an MSCI World and MSCI Emerging Markets. I used to be with TD Direct which has now been taken over by Interactive Investor. Once I've left the UK, I do not intent to do any trading in the ISA, so basically looking for the cheapest option for a buy & hold investor - low or even no platform fees are paramount. The ETFs in which I've invested in are non-distributing.
Looking at several ISA comparisons such as the one from the Telegraph, they all seem to focus on people investing in shares or funds and assume a certain amount of trading. Maybe someone is in the same position as I will be in the future and can let me know their provider. I know fees can change in the future and there's no guarantee that whatever the cheapest / best solution is today will be the best tomorrow...

iweb or Halifax are pretty good for buy and hold accounts.
iweb has a one-off £25 opening fee, but no annual platform charges. Trades are £5 each.
Halifax has a £12.50 annual platform fee. Trades are £12.50 each (or £2 for regular investments)
iweb's £25 fee would pay for itself and be cheaper than Halifax provided you keep the account for more than 2 years and have no trades in that period.
Of course make sure before committing that these providers have the investments you need.0
