Or the vehicle owner makes a 3rd party claim against the home owner's home insurance?** The vehicle owner would likely need to notify their insurer that such a claim was being made, but this would be for information only and would not be a claim in respect of their own claims history.

He doesn't have to claim on his insurance, but he does have to notify him.
If his premiums rise, then that is perfectly reasonable. He is clearly in the habit of parking in a spot where there is a risk of flying trampolines.;)
Anyway, the whole "rising premiums" thing is much exagerrated. All base premiums rise (in most years) because of inflation, IPT, etc. On calling to ask why, the call centre wallah will have no info on any underwriting decision, but can see the note of an accident, will tell you the first thing that comes into his head to get you off the phone.0 -

I'm wondering if Dacia owners having damaged their cars, wait for a windy night before dragging their neighbour's trampoline into their garden, and claiming it blew there damaging the car?0

Shouldn't the car owner simply send the OP the estimate along with a letter seeking recovery, which the OP then passes to their insurer to deal with?
The OP has already informed their insurer of the circumstances.
If the insurer won't play nice, the car owner engages an Ambulance Chaser and the costs really start to pile up if the Ambulance Chaser reckons the OP is liable.I want to go back to The Olden Days, when every single thing that I can think of was better.....
(except air quality and Medical Science)

Update: Neighbour did not use their motor insurance and instead directly contacted my house insurance to make a 3rd party damages claim since my insurance would not let me start anything. Insurers have agreed to pay out for damages. Thanks to those posters who made HELPFUL comments0
