Broadband in hull

Anybody know how Kcom in Hull can have a monopoly on telephones and broadband use. If you live in Hull you only have a choice of Kcom for Internet and telephone supply. Any other supplier eg BT etc are not permitted to operate in this area. Kcom are expensive and not very reliable. Any ideas how to circumvent this restriction.

Because Kingston Communications enjoys special protection in telecoms legislation, as it used to be owned by the council. It was the only council owned telephone company that didn't get folded in to the GPO.
It has certain obligations as a monopoly provider in its area - universal service is one, but it doesn't have the obligation to open its network for wholesale access as is applied to BT.
The situation is an anomoly that should never have been allowed to persist, though twenty years ago people in Hull were very happy with Kingston Communications as they bought ADSL to the consumer market in their area when the rest of us were on 33.6Kbps dialupProud member of the wokerati, though I don't eat tofu.Home is where my books are.Solar PV 5.2kWp system, SE facing, >1% shading, installed March 2019.Mortgage free July 20230 -

Only other options probably are, mobile BB or satellite BB. But neither are necessary cheaper than Kcom.0
