PCN for Hillingdon Tube Station

Hi all,

Just after some advice - I've just received a PCN for Hillingdon Underground Car park - I've had auto-pay activated for some time, but since changing cars, it doesn't seem to have worked, despite the vehicle being registered on the Dash website.

Fortunately, the PCN is only for one occasion, January 17. I'm not really sure what I can do here. I have registered the car with their ANPR system and yet it clearly hasn't been charging me since then.

Should I appeal? To me, it seems like its an issue with their system, not with me.

    NCP have issued the PCN, the ANPR seems to be done through a company called Dash.

    After signing into the website I realised there is another action to "activate" auto pay, which isn't ticked for the new car... but why else would i register the car if not to auto-pay!

    So I'm assuming it's a London Underground car park; which is therefore subject to byelaws. Therefore it's important NOT to name the driver.

    Most important thing is not to name the owner!

    OK, so I gather I ought to appeal as the keeper of the vehicle, not as the driver?

    So just use the blue text from the stickied post? I don't know if that applies in this case where the ANPR is at fault... but i suppose we're thinking this statement works for all cases?

    Sorry, I'm a little confused now - the above post states not to name the driver, and you're saying don't name the owner? I'm not sure what I do now!

  • So this is what I've found on TfL - I assume its point 4 which applies. Is there anything I can do to appeal, or am I basically going to have to suck it up and pay? I mean, its true that I haven't paid, but the dispute arises because their system of ANPR doesn't seem to work!
    14. Traffic signs, causing obstructions and parking
    (1) No person in charge of any motor vehicle, bicycle or other conveyance shall use
    it on any part of the railway in contravention of any traffic sign.
    (2) No person in charge of any vehicle, bicycle or other conveyance shall leave or
    place any such vehicle, bicycle or conveyance in or on the railway:
    (i) in such a manner as to cause an obstruction or hindrance to the Operator
    or to persons using the railway; or
    (ii) otherwise than in accordance with any reasonable direction of an
    authorised person; or
    (iii) where parking or waiting is prohibited.
    (3) No person in charge of any motor vehicle, bicycle or other conveyance shall park
    it on any part of the railway where charges are made for parking by the Operator
    or an authorised person without paying the appropriate charge at the appropriate
    time in accordance with instructions given by the Operator or an authorised
    person at that place.
    (4) The owner of any motor vehicle, bicycle or other conveyance used, left or placed
    in breach of any of Byelaws 14(1) to 14(3) may be liable to pay a penalty as
    displayed in that area.

    The idea with bye laws trespassers is to draw out the process so that it times out (they have 6 months to issue a prosecution)

    what are dues or say in the byelaws for each site?
