Electric, controllable, reasonably priced heat?

Hi all,
I have a 2 bedroom maisonette flat (over 2 floors). There is currently Kalirel electric heating installed - like Rointe, as far as I can tell - which has a programmable system with zones and a remote. A few of the radiators no longer work properly, and as Kalirel went into administration years ago, no replacement or repairs are possible.
I am looking at replacing what I have, but don't want to go backwards as far as control of the heating goes. Heating costs are not through the roof, so I am ok with electric heating in general. There is no gas in the block, and the flat is on the upper two floors of the building, so my options are limited. Excluding weekends, the flat is empty during the day, and in the past, storage heaters haven't been particularly effective at keeping us warm, although the cat has been cosy during the day.
Are there any reasonably priced controllable electric heating systems or options available? I don't fancy Rointe, Haverland, etc as they seem like Kalirel (expensive initial outlay) and I don't see many happy customers online.
I know I could just have £50 panel heaters, but am willing to spend more to have more remote control options.
