You are the defendant, you have to say the facts in YOUR KNOWLEDGE. Nothing else.

    Of course you can.

You can also say "following the incident, I have visited the site and the signs are inadequate for all of the following reasons. Blah, blah, blah..."

You can also get a witness statement from the driver that tells the court exactly what he saw and experienced on the day.

I'm about to send my defence to the Court. I have also written to DVLA (not received a reply yet) asking them to show me when UKCPM requested my details. If they did not follow the correct procedures, can I introduce that later? I have not mentioned DVLA in my defence

Yes you can recount this in your Witness Statement. But if you didn't give UKCPM your data, then the DVLA did under 'reasonable cause', so there may not be any leverage here.

I'm hoping that they didn't do it at the correct time. I believe they have a certain window to do this

Unlikely to have served it late, but Schedule 4 is in the NEWBIES thread so newbies can easily check.

Of course they do. They say that every time.
    Weren't you expecting that?

There is comprehensive guidance on how to deal with the DQ and respond to that request in Bargepole's walkthrough linked from post #2 of the NEWBIES FAQ sticky thread.
