I'm confused when you say the offer is not valid for RBS accounts, I am transferring a secondary bank account which is RBS - will the incentive not be paid? Or do you mean a similar incentive is not running with there sister company RBS?

What do the T&Cs say about closing an account?

"You can close your account at any time and there are no closure fees. If you close your
account, you’ll have to pay any charges for services you’ve used before you close your
account (for example, if you’ve used an arranged overdraft, you’ll need to pay any fees
and/or interest you’ve been charged for using your arranged overdraft). We’ll forward
any money in your account to you after you repay any money you owe us."

But some other banks have a line like "if you leave straight after we pay you the switchin bonus we reserve the right to recall the bonus"
