Since when was the Borough of Halton, or the towns of Widnes, Runcorn in Liverpool? It is not even in Merseyside.

The payment method is confusing and not good, but I cant see how anyone can miss the signs informing you it is tolled at first they were possible to miss but not now there are also signs telling you of the last exit you can use before the bridge tolls.
The roads on the Runcorn side are still a bit confusing as they are not finished but the signs are there to see.
I believe there should be a lay by either side of the bridge allowing you to pay at a booth.

From the M56 end there are two large signs with the toll rates for each class of vehicle and two signs telling you to pay online at Merseyflow
As said, the last exit before bridge byelaws kick in is also signposted.
I fail to see how somebody can miss 4 signs.0 -
If you accidentally through bad road signs. Put your car in one way system, but quickly get out of situation, is it right for Road worker to photograph your registration and report to police0

Was this on the bridge or the approach?
There is nothing stopping someone taking a photo of your car and reporting it to the police, it would depend on the circumstances if the police took an interest.

Going toward Liverpool there are 2 signs saying pay online at merseyflow plus on the bridge itself there is a matrix sign saying the same. Similar in the opposite direction
Sounds like there are some people who are Specsavers candidates.0 -

Not so much byelaws but there might be something in the actual Tolling Order/Statutory Instrument that a more able mind might want to get checked-out.0
