Euro zone handsets don't tend to have the Arabic language set in them. If you get a handset that can be reflashed to another region you could get Arabic, but you might then lose English as I don't think it's supported in those area's...0

Most phones have the usual euro software installed on the phone. If you take the phone you want to a reputable independant dealer who unlocks phones, then I'm sure he can re-flash the arabic software as per your request. Usually Nokia's are easier to flash in my experience.0
