Another vote for Three, calls are cheap and the credit does not expire. Its unfortunate they will not work with old non 3g phones.0

Voda do have a PAYG "bundle", I am on it so speak from experience
You / wife would need to tell the sales folk that is what you want, or you can do likewise by logging into the Voda site and setting up an account. It is not immediately obvious and the shop staff, like many on here, think everyone wants loads of data, hundreds of text & call minutes and not just a mobile for emergency calls only
If your phone is locked to Voda, after 30 days of being with them you can get a free unlock code from Voda. I know this because i have just done it this week. You may find you already qualify,if the phone has been switched on for 30 days
As someone pointed out, 3 may not be of any use if your phone is an old one. But once unlocked the world is your oyster, just get an Adsa or T8sco PAYG sim and don't worry about call costs as it is so rarely usedEight out of ten owners who expressed a preference said their cats preferred other peoples gardens0 -

My wife doesn't use the phone very often but, there have been times where I have left her shopping and she calls me to say where to meet her. She probably makes three phone calls per month. The phone she has is a now outdated phone that doesn't seem to support any internet like 3/4 G. She say's she isn't bothered about a new smart phone as she wont be able to use it anyhow. The phone is locked to Vodafone.
I visited a phone shop down my local high street and even the young girl in there hadn't a clue. She then tried to sell her a sim only contract at £8 per month but this would be pointless.

Three network will not work on her handset. Try to get a free unlock code from Vodafone, then order a free PAYG SIM online from Asda and/or O2 Basic, top-up without buying any bundles and the occasional calls will not cost much.Evolution, not revolution0

I think that your best bet would be the O2 PAYG SIM at 5p/min. I assume that you've lost your old number, so you will not need to bother getting a PAC from Vodafone.
However, you will need to get the phone unlocked. You could either do this by getting a Vodafone PAYG SIM and after a month asking them to unlock it free, or it may be better to just buy the unlock code off of eBay. Most Nokias are easy to unlock.
If the phone is of a 'certain age' then you may need to consider a replacement battery. Again for older Nokia phones a DIY replacement battery is not usually a problem.
The O2 PAYG requires you to make at least one chargeable call every 6 months.0 -
If still unsure you could just pop into any Adsa / Tesc* and buy a cheap handset, under a tenner. It won't matter if locked to them for the calls & cost you make
Then just top up as required on PAYG
