I contacted Swagbucks to see if they could shed any light on this. It looks like they've received a bad batch of MasterCards- here's their reply:

"Unfortunately, at this moment we are no longer partnering with MasterCard. We've been experiencing issues. The cards will eventually become available again but there is no set date as to win."
