Virgin Media - Still waiting for phone line and bill has gone up!

i changed to virgin back in august 2017, the installation of the broadband went fine but we’re still waiting for the phone line and being billed more!

to cut a long story short:

Broadband installed in August 2017 (no phone line available due to capacity)

first bill +£10 over agreed price (as no phone line installed and apparently a different deal)

made call, after much talking they agreed to a refund for the over billing.

Still no phone line and still getting charged additional £10 per month above agreed price.

to add insult to injury, new neighbours moved in last october, had virgin broadband and phone installed no problem with capacity for them!

can i cancel my contract due to misrepresentation? i’m not getting what i ordered?
