    It may not be on your street.

    The zones are much larger than single streets. The sign would be at each entry point to the whole zone and your street may be just one of 20 within the zone.

    Double lines = No waiting at any time (i.e. 24/7)
    Single lines = No waiting during the periods indicated on zone entry signs.

    The alternative situation is incompetence by the local council, in which case G_M's comments on appealing are valid ;)
