Parking Charge Notice Via ANPR

Can someone help me please I'm struggling to find the best route to appeal against a parking notice - Parking without payment.

The background is I drop my daughter at the train station a few times a week and the station car park allows a 10 minute free drop off. I'm quickly in and out. The notice is saying I entered the car park at 8.45am (correct ) and left at 10.45 (incorrect). The ANPR photo is showing my car coming in with the reg plate showing however the exit photo has no number plate visible it's very blurry.

The car park is pay and display and the notice is from VSCL. I have read the newbie board but still unsure what method I use to appeal against this. Can someone help me please.

    Don’t recognise that parking company. Do you mean VCS Limited? And is it Vehicle Control Services, or Vehicle Control Solutions?

    What was the ‘contravention’ described in the NtK?

    Do you now need to get a ticket for your 10 minute free drop-off? Have they changed the conditions thereof late?

    Is the car park station property (or a private one located close by)?

    The rule is still the same for drop off/pick up no ticket is required There are no entry or exit barriers. It's a private car park not owned by the station.

    Date of event and date you received the NTK? I don't believe VCS are POFA compliant any way...
    So can you edit your OP to state ' the driver ' please.
    And you will appeal as the RK.

    You need to find out who the car park owner is and complain to them. Get them to tell VCS to cancel the ticket.

    Date was 23.11.2017 and letter received on 01.12.2017

    On the letter they mentioned they are member of IPC but no mention of POFA.

    What points should be raised in the appeal.
  • Do you have any evidence of where you then went at 9 o'clock? Eg a colleague who can confirm you were sat at your desk? Emails/text messages which clearly infer or say where you were? Bank entries showing you at a cashpoint or having a coffee miles away?
