UKPC Disabled PCN

Hi guys, I’m back here after about an years time! Need your expert advice before I can proceed with my case. I have been given a £130 pcn by UKPC for “Parking in a disabled person’s space without clearly displaying a valid disabled person’s badge” (windscreen ticket).
Issue date: 28-11-17
Issue time: 16:14
Time first seen: 16:14
Pcn: £130 (£60 discounted)
Location: Beckton triangle retail park E66LG london
Brief background: This was at a free car park. I had parked the car at the nearest disabled bay to the entrance (As the car park was literally empty), for about 5-8 minutes maximum, to drop my father off at curry’s, I only went to get him inside the store, direct him and come back to find the ticket issued (my dad is 63 years old and I worry too much); this was at 1600 hours and the massive car park was literally empty. As this was a quick one, I happened to park right in front of their signage. (Did not find the ink cartiledge we had come looking for, so no purchase on that specific day).
I am on day 18 today;
My confusion is that I cannot claim the clarity of signage in my case although it is not clear in the evidence photos that I am parked right in front of the signage board. I understood from the newbies thread that I do not legally need to display the blue badge in a private car park (please correct if I’m wrong).
1) I am not sure what can I write to the retail landowner as I was perhaps wrong to park at the disabled bay.
2) ukpc will obviously reject any appeal however I am not sure what will I claim to popla in the case.
I am happy to read as many threads but if someone could please direct me in the right direction to start with, am I even eligible to claim. £130 for a 10 minutes car park at a free parking area is unfair, is there anyway I can get away with this?. I am so sorry in advance if I am posting something that has already been attended and resolved previously, it could get very frustrating for the advisors here; it is my humble request to kindly respond to my query so I can follow up.

Long Answer->
Do not select drop down of Driver.
Hopefully there's another option of Keeper.
If there isn't a drop down then don't worry the actual wording of the template says you are appealing as Keeper.
Ensure you fill out all of what they are asking as the Keeper.
(You are making sure you don't name the driver and not giving them a reason to ignore your Appeal which when refused will give you the desired POPLA code)
Also remember what C-M and wait for day 26.

Sorry mate just trying to double check.
I submitted the appeal on 28th (last) day of the penalty yesterday on 15th December and received this the very next day today. They are asking for driver’s details within 14 days (Attached below). I am going to ignore this one according to my readings here!
Dear Mr XXX ,
Thank you for your recent correspondence in relation to the above parking charge.
In order to make a final decision regarding your appeal, please provide the name and full postal address of the driver to our Appeals Department within fourteen days of the date of this letter.
Failure to provide this information will give us no alternative other than to make our final decision based on the previous information received. At this stage a POPLA verification code will be provided.
Further correspondence can be sent by visiting our website at xxx or by post to the address overleaf. Please ensure that if sending evidence by post that you include the parking charge reference number and vehicle registration.
The parking charge has been on hold whilst under appeal and may be settled in full at the reduced rate of £60.00.
PLEASE DO NOT IGNORE THIS LETTER. UKPC REGULARLY TAKES MOTORISTS TO COURT WHO IGNORE THEIR PARKING CHARGES.

I had already sent this which got rejected and they asked for driver’s info followed by NTK on time.

they should either accept the KEEPER appeal, or reject it and issue a POPLA code0
