Scotland - Hotel - Parking Eye notice by post

Hello all - please be gentle I have not posted on this particular MSE board before!
The Issue:
The driver of the car attended an evening meeting at a hotel in Scotland. The meeting overran.
The driver of the car had no idea there were any parking restrictions in the hotel car park - apparently guests are supposed to check in their reg number at reception. This fact only came to light when checking the hotel's website after the keeper received a PCN. Hotel website also says that meeting guests have free parking.
Because the driver of the ca arrived slightly early (and paid for a sandwich and a drink in the bar beforehand) and the meeting overran, the car was in the car park for nearly 4 hours.
The Keeper has now been sent a parking charge notice for £100 reduced to £60 if paid within 14 days.
Questions:
1. As this is Scotland, is the keeper safe to ignore this completely? The notice shows pictures of the car and reg plate, but not the driver, as it was dark.
2. Is is sensible to contact the hotel and ask them what the story is here?
3. Anything else that should be done? eg contact the organisation who held the meeting and ask them to deal with it?
Thank you!

Everyone is politely asked to read up on this in the Newbies FAQ thread near the top of the forum before starting a new thread
Go there now to learn about the game you are now caught up in.
The Scotland situation is covered there
Throughout here you are advised never to reveal who was driving.
You need to edit your op to remove details of who was driving0 -
2. If I contact the hotel and ask them what the story is here, that will mean admitting to being the driver. Is that a bad move?
No, just say that you were an occupant of the car.You never know how far you can go until you go too far.0 -
As above, edit your post before you do anything else. Only ever refer to The Driver and The Keeper.
If you were an occupant of the car, as well as the vehicle keeper, you can complain to the hotel without giving away the driver's details. Make sure you contact the hotel manager, not front desk or admin staff.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
Thank you for your prompt replies - o/p is duly edited.
I have read the Newbies post, and the advice here has also been helpful.
I will contact the hotel manager without giving any details of who was driving and ask them to deal with the PCN.
Does anyone know if that is likely to be successful? Or should the PCN be ignored?
Thanks0 -
try it , landowner complaints can often bear fruit
as this is Scotland , you should have read it can be ignored
as for "safely" , depends if the PPC try a court case in the sheriffs court , never say never, but its unlikely UNLESS they know who was driving, hence the earlier advice
blabbing can cost people a lot of money , so edit that post #1 ASAP please0 -
More editing required to your opening post.
Remove any doubt.
It was the driver who attended an evening meeting.
It was the driver that had no idea...
It was the driver that arrived slightly early.
This is not just pedantic rubbish.
The private parking companies trawl forums like this just waiting for people to trip themselves up.0 -
Does anyone know if that is likely to be successful?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Firstly, you must read NEWBIES thread which gives you
a lot of good info.
Parking Eye have only been given the keepers name and
address so NO DRIVERS INFO IS AVAILABLE ,,KEEP IT THAT WAY
YOU ARE IN SCOTLAND and PE do not know who was driving
The hotel is at fault for not telling customers and they cannot
rely on their website to expect customers to see.
First point of contact is the Hotel and or the CEO.
Request it is cancelled
Second point is to tell the company who invited you
to the meeting to complain to the hotel and get this cancelled.
It's either repeat business for the hotel or not
Parking Eye do not relent easily but ..... we know they lie,
See this recent thread ...
https://forums.moneysavingexpert.com/discussion/5758443
Murdo Fraser MSP in Scotland has proposed new regulation
regarding the parking cowboys.
http://parking-prankster.blogspot.co.uk/2017/12/murdo-fraser-msp-introduces-proposed.html
Murdo is making a huge mistake by proposing that the
keeper is liable which will open a huge money pot for the
parking cowboys and this will result in the Scottish
court system will be over run by vermin.
You and Scottish residents should respond to the consultation and to do so before 2 March 2018
Taking your story, right now, PE will not know who the
driver is/was and so its difficult for them
If Murdo has his way ....... PE would sue you with no problem
We have enough daft MP's down south, get people to have
a word in Murdo's shell like ear0 -
OK - clearly private parking notices are a total minefield where usual rules of fairplay don't seem to apply!!
The keeper will contact the hotel in the first instance and without giving any details of who was driving the car, will ask their advice.
It so happens that the same evening there was a large public event held in this hotel, not sure if that will help or hinder matters!0 -
A word on TripAdvisor would not go amiss. You never know how far you can go until you go too far.0
