My card was declined a few times in a row on a recent trip to Chile. I rang customer services (via Skype) and they said that they hadn't blocked it so it was a local issue. The payments were pending on my statement for a few days but then disappeared.
The operator did ask whether I'd informed them of my travel plans (which I had).
Later during the holiday I tried to use it to pay a hotel but it was declined but the owner said something in Spanish and arranged for the payment to be taken as 'cardholder not present' which worked first time. I assume that it's not uncommon for cards to be declined there.0 -

Had the same thing happen to me, only nowhere so exotic. A pub in Wales.0 -
